As of February 2, 2026 the Alberta government has mandated the following changes to the way that proxy access to  "MyHealth Records" (MHR), which includes access to "MyChart" and "My Personal Record", is given for children and adolescents.

 

. Parents will now be able to independently request and obtain proxy access to their child's health information without going through a health care provider or without their child's consent if the child is less than 16 years of age. The child will not have the option to deny access if they are under 16 years of age unless they have already established access to their own My Health Records account prior to their parents requesting proxy access. A youth can request their own access at the age of 14 but must have a valid Alberta ID. The link to do so is listed here https://myhealth.alberta.ca/myhealthrecords#

 

. Proxy access will allow the parents access, potentially until the child turns 18, to information in their child's "MyHealth Records" . This includes laboratory investigations (including historical results), diagnostic test results, immunizations, prescriptions filled at Alberta pharmacies, after visit summaries to the emergency room and clinic visits, upcoming appointments within Alberta Health Services and specific notes if their physician chooses to share from Connect Care (note that Dr. Goldade does not have Connect Care accses). Currently, notes found in Connect Care are not visible on the portals, unless specifically shared by the provider (although this could change in the future). At this time, there is no way to restrict content within the portals. Technical options were investigated and suggested but unfortunately, the government decided against this advice.

 

What do Parents need to know:

 

· Parents can request access to their child's "My Health Records" via an online intake form until the child turns 16 years of age. After 16 they need to do it through their child's health care practitioner.

 

· Youth 14 years and older can request access to their own records (if they have a valid Alberta ID).  If the youth 14 years and older currently has an active MHR account, parental proxy access will not be granted through the "My Health Records" intake form.  

 

· Youth can revoke parental access starting at 16 years of age on their own through their app.

 

· Proxy access, once obtained, will last until 18 years of age, at which time it is automatically revoked, unless it is revoked earlier by a regulated health care provider or by the youth starting at 16 years of age.

 

· Regulated health care providers can revoke parental access at any time at the request of the patient based on the patient's understanding of what that means and the appropriateness of the access.  There is no age requirement for this to occur (see attached document) but parents may be able to appeal this decision.

 

· Community providers without Connect Care access (and note that Dr. Goldade does NOT have Connect Care access) can support their patients in requesting proxy removal through HIM Disclosure Help Line at 1-855-312-2265 or [email protected]

 

· Providers who use Connect Care (which is used by Hospitals and Clinics at the Hospital) have the ability to flag patients in Connect Care for whom it may not be appropriate for parents to access their health information. Again note that Dr. Goldade does not have Connect Care access. If the patient is flagged then there will be an additional assessment  to determine whether parents will gain proxy access.  A "Proxy Access" FYI flag can be placed in Connect Care if there is an indication why proxy access should not be provided eg. child in care or guardianship, under care of Children Family Services or if proxy access may threaten the patient's mental or physical health or safety.
